
BEIJING, Dec 12 (Reuters) - China's industry ministry, commerce ministry, and customs jointly announced on Friday that the country will loosen export and import regulations on specific lithium thionyl chloride batteries beginning on January 1, 2026.
A single battery or battery packs that contain no more than 1 kg of thionyl chloride—a chemical listed under China's controlled substances regulations—will be subject to the modification.
According to authorities, there is little risk associated with these products because the chemical content is low and difficult to extract, which lowers the possibility of abuse.
These batteries will no longer be categorized as dual-use or controlled chemicals under the new regulations, so businesses won't need to apply for dual-use or chemical control import/export licenses at the time of customs declaration.
However, the notice states that importers and exporters must accurately declare the thionyl chloride content when submitting customs documentation.
