Harmonized System of Nomenclature (HSN) was created and implemented in the industry by the World Customs Organization (WCO) in the year 1988. Since then five 5 revisions have been done in Harmonized System (HS) implemented worldwide. This code asserts 5000+ goods and is widely used by more than 150 national. It is internationally accepted multipurpose tools for customs & trade procedure. In present, more than 95% of trade is under the WCO and every nation is using and following 2017 revised codes including India.

General Structure of HSN Code

This code of any product is almost the same up to 6 digits in all countries but it varies for 8 digits or 10 digits.

This code is a six-digit number for goods (product) in all countries but it varies from 8 to 10 digits. This six-digit number consists of two numbers each for
  • Chapter: There are 99 chapters under the Harmonized System of Nomenclature module.
  • Heading: There are 1244 headings in present under these chapters.
  • Subheading: Under these headings, there are 5224 subheadings.
  • Regional Tariff*
  • National Tariff*

The first six digits of the code from the left side cannot be changed as per the guidelines of WCO but last 4 digits which include Regional tariff & National tariff can be changed by the customs authority. This code helped the government of the country to implement GST on goods & services seamlessly as HSN system was already adopted by India under Central Excise & Customs regime.

It is also called as HSN Code in India. Goods are grouped into the Harmonized System of Nomenclature. This schedule describes the rules & guidelines related to import policies. This schedule of the code is divided into 21 sections and each section is further divided into chapters. Schedule II (ITC (HS) Export)

This schedule describes the rules & regulation related to export policies. Export Policy of the ITC-HS code has 97 chapters giving all the details about the guidelines related to the export policies of goods.

Understanding the HSN Code India

For example: HS code for Handkerchiefs made of Textile matters is 62.13.90

First two digits (62) from the left side represent the chapter number for Articles of apparel & clothing accessories, not knitted or crocheted.

  • Next two digits (13) from the left side represent the heading number for handkerchiefs.
  • Finally, the last two digits/last two digits (90) is the product (goods) code for handkerchiefs made of other textile materials.

India has 2 more digits for a deeper (accurate) classification of the products/goods.

If the handkerchiefs are made from a man-made fibre, then the code for handkerchiefs is 62.13.90.10.

If the handkerchiefs are made from silk or waste from silk, then the code for handkerchiefs is 62.13.90.90.

Application of HSN code in India

There are certain criteria on the basis of which the Harmonized System of Nomenclature code depends on. They are given below:
  • Any business who is into export & import, irrespective of turnover shall use 8 digit code.
  • No code is required to businesses whose annual turnover is less than 1.5 crore INR
  • 2 Digits code- Any organization whose annual turnover is more than 1.5 crore INR and less than 5 crores INR shall use 2 digit code.
  • 4 Digits code is a must in the case any business has an annual turnover of more than 5 crores INR.
