The Central Board of Indirect Taxes and Customs (CBIC) has instructed its officials about the requirement of the health certificate with such food consignments. Imported consignments of milk, milk products, pork, fish, and fish products will need health certificates issued by the competent authority of the exporting country. The certificates will be reasonable for 90 days from the date of issue. The instructions arrive in the wake of a directive published by the Food Safety and Standards Authority of India (FSSAI) on August 3 which made health certification mandatory for such imports.


According to the notification, the certificate will mandate a detailed declaration, including country of origin and export, expiry date, and details of ingredients. The preservatives have to be as per limits prescribed by the FSSAI. “It is requested that necessary action may be taken to sensitize officers under your jurisdiction. The difficulties, if any, in the implementation of this instruction may be brought to the notice of the board,” stated the CBIC directive.


FSSAI Food Licensing is a form of certification that assures that food is fit for consumption and toxic elements are not present in it. Earlier, a veterinary certificate was needed for milk and milk products and there was no standardized format. Experts stated the move is in line with the government’s policy of ensuring quality standards of goods imported into the country.


What is Health Stamp?


The health stamp is evidence of the food consignment that has been produced according to the required food legislation. This stamp confirms that the food consignment has been authorized by one of the legitimate manufacturing units.


The Government of India has devised a mechanism for issuing a Health stamp to certify the quality of food commodities. The Export Inspection Council of India (EIC) issues a health stamp on a consignment-by-consignment basis as part of this scheme. Also, it verifies that a food product is appropriate for human consumption and complies with all applicable safety and export regulations.
