PANAJI : In a major boost for Goa’s air cargo movement, a custodian for general cargo has been appointed for the first time at Dabolim airport. The move has also set the ball rolling towards setting up of a full-fledged cargo complex.

Airport Authority of India (AAI) recently appointed CONCOR as the custodian for dry cargo with an initial contract of five years. Informed sources said that permission granted to CONCOR as custodian has also been approved from Commissioner of Customs, although it has to issue an official notification for the same.

A senior source at CONCOR said that the company was bidding for the custodian status for over a year and bagging the contract from AAI is due to its team effort. Commercial operations as custodian will only commence after completing a few formalities and post the official notification. Dabolim airport lacked a custodian for dry and general cargo, and as a result goods were being exported through Mumbai, said the source. International cargo of pharmaceutical exports from the manufacturing hub at Verna that are currently transported from Mumbai will now be routed through Goa, thus bringing in revenues to the state, he said.

Being engaged as custodians will also help imports because although 24×7 custom clearances for air cargo exists, it is not full-fledged for all items, he added. In November last year, CONCOR was appointed as the custodian for wet cargo, and with this contract it is currently the custodian for wet as well as dry air cargo in the state.

To commence operations, CONCOR will be seeking space from AAI.

It requires storage area for keeping goods of exporters and importers. It will also have to beef up handling equipment and other infrastructure. The senior source in CONCOR said that though creation of facilities will take time, the company is fully geared to handle pharmaceutical exports from the airport.

A full-fledged air cargo complex at Dabolim airport is in the pipeline with both AAI and Commissioner of Customs signalling a positive assurance for it.

Dabolim airport currently has facilities for exports of wet cargo through the Centre for Perishable Cargo (CPC) operated by CONCOR. Several measures have been initiated by AAI and the customs department for 24×7 cargo clearance from the airport. The announcement of 24×7 air cargo clearance was announced sometime in 2013 but the lack of custodian was a major hurdle in its implementation.
